Plum Boutique (316 Congress Street) is one of the newest consignment shops in Portland, chock full of higher-end designs. Located in the old Z Fabrics storefront on Munjoy Hill, owner Kelly Williams is happy to be added to the roster of neighborhood stores that have been popping up on the East End.
